Dope testing initiated in prisons, 8 individuals identified

A dope testing programme aimed at identifying drug addicts has been launched under the direct supervision of prison authorities. 

This initiative, which began a month ago, has so far identified at least eight individuals, including both prison staff and inmates, as testing positive for drug use.

The testing process involves screening individuals suspected of drug use. If a test conducted by the prison authorities returns a positive result, the case is forwarded to the Civil Surgeon’s office for further confirmation.

As part of a broader effort to eliminate drugs from the country’s prisons, the Prisons Department has designated September as the month for anti-drug activities. Throughout this period, special focus is being placed on monitoring prison guards, inmates, and visitors to curb drug-related issues.

Brigadier General Syed Md. Motaher Hossain, Inspector General of Prisons, told Daily Samakal, “We are now equipped to conduct dope tests on individuals suspected of drug addiction within the prison. We have acquired dope testing machines, and this programme has been operational for a month. So far, eight to ten individuals have been identified. We are committed to taking all necessary measures to ensure our prisons are drug-free.”

Officials and stakeholders highlight that drug addiction is a growing menace globally, and its devastating impact is increasingly evident in Bangladesh’s socio-economic context. Prisons in the country are not immune to this issue, with drug-related problems escalating at an alarming rate. 

In response, the declaration of September as the anti-drug activity month underscores the urgency of addressing this crisis.

Assistant Inspector General of Prisons (Administration) Abul Bashar told Daily Samakal that Bangladesh’s prisons have adopted a strict “zero tolerance” policy toward drugs. 

To enforce this, the prison administration, in collaboration with local district authorities and the Narcotics Control Department, is implementing various measures, he said, adding that these include thorough searches of all prisoners, staff, and visitors upon entry, as well as anti-drug awareness campaigns targeting inmates, guards, and visitors. 

Dope tests are being conducted on suspected individuals using the prison’s own facilities.

Prison sources revealed that a robust zero-tolerance approach to drug addiction has been enforced. Over the past year, 29 individuals involved in drug-related offenses, such as possession, distribution, or supply, have been incarcerated. 

To enhance the prison system’s capacity to address this issue, the prison headquarters has procured its own dope testing equipment.

Previously, dope testing was introduced within the police force. In March 2020, the Dhaka Metropolitan Police (DMP) initiated a dope testing programme. Between March 10, 2020, and July 27, 2022, 120 police personnel tested positive for drug use. 

However, after a vigorous start, the programme’s momentum reportedly declined after July 2022.
