Govt approves draft of Rajuk Ordinance 2025

The government on Thursday  approved the draft of the Rajdhani Unnayan Kartripakkha (Rajuk) Ordinance 2025, while Chief Adviser Professor Muhammad Yunus directed authorities to examine the creation of a separate national authority to oversee building and construction approvals across Bangladesh.

The approval came at a meeting of the Council of Advisers at the Chief Adviser's Office (CAO), chaired by Prof Yunus.

"Honourable Chief Adviser directed the Housing and Public Works Ministry to examine whether a separate authority can be created that will be responsible for approving buildings and constructions across the whole of Bangladesh," said Chief Adviser's Press Secretary Shafiqul Alam at a briefing at the Foreign Service Academy this afternoon.

Prof Yunus proposed the new body, as Rajuk currently has authority only within its jurisdiction. During discussions, he expressed serious concern over unsafe construction practices spreading nationwide, including in villages. He noted that many four- and five-storey buildings are being built without clear adherence to the Bangladesh National Building Code, despite the country's vulnerability to earthquake and fire hazards.

Shafiqul Alam said the new ordinance was essential as the existing Rajuk law cannot address issues arising from the rapid expansion of its jurisdiction and responsibilities.

The ordinance introduces provisions for redevelopment, land readjustment, and preventing misuse of playgrounds, wetlands, and natural water bodies.

Prof Yunus also ordered that no Union Parishad within Rajuk's area may issue building approvals.

The law introduces penalties for constructing buildings in violation of approved designs and authorises the removal of dangerous or deviation-prone structures. It also bars Rajuk's chairman, members, or employees from holding any share, interest, or participation in contracts linked to Rajuk operations.
