817 deprived primary candidates to receive appointments within two days: Education Minister

The 817 individuals who received final recommendations for the post of assistant teacher in government primary schools but did not receive appointment letters will be appointed by October 1. 

Measures will also be taken regarding those who do not receive appointments within that timeframe, Dr. A.N.M. Ehsanul Haque Milan, Minister of Education and of Primary and Mass Education, stated this on Monday.

Speaking at a meeting of the National Steering Committee held at the Ministry of Education’s conference room in the Secretariat—organised to mark World Teachers’ Day—he said, “There were approximately 1.069 million candidates in the recruitment examination held during the tenure of the interim government. We had initiated work to properly manage the recruitment process. We received final applications for 854 individuals.” 

Appointment letters were issued following the issuance of DPO (District Primary Education Officer) orders.

Noting that issues regarding address changes for many candidates surfaced during the verification stage of the recruitment process, the Minister said, “At that time, it was observed that verification was pending and many had changed their addresses. They are submitting these details gradually. Verification is proceeding in phases, and address details are coming in. We are monitoring and reviewing the cases of those who have not yet been appointed. This process will continue until October 1.”

He informed that, so far, 817 individuals remain without appointments. Work is underway to appoint them by October 1. Further action will be taken later regarding those who still do not receive appointments.

Complications arose concerning candidates who received final recommendations but did not get appointment letters. They expressed concern and frustration as a large number of candidates’ names were missing from the appointment list following verification or administrative scrutiny. 

A platform of finally recommended candidates, named ‘Central Panel Primary 2025’, has put forward a five-point demand, including the re-examination of the files of every excluded candidate and the provision of an opportunity for them to present their case.

The exact number of excluded candidates could not be confirmed. One candidate platform claims the figure is around 2,500, while another estimate places the number at over 2,200. 

The Ministry of Primary and Mass Education states that misinformation regarding appointment letters is circulating in the media and on social media. 

Candidates who do not receive their appointment letters by October 1 will have their cases properly reviewed, and letters will be issued in phases as quickly as possible thereafter. 

It was also noted that verification or vetting is a standard procedure in the recruitment of government officials and employees.

An investigation by Daily Samakal revealed that candidates were excluded from recruitment primarily for four reasons: negative reports from police or intelligence agencies, issues with dope test results, the absence of medical certificates, and discrepancies in educational certificates. 

However, negative verification reports accounted for the highest number of exclusions. Although no responsible officials from the Ministry of Primary and Mass Education or the Directorate of Primary Education wished to comment on the matter, Dr. A.N.M. Ehsanul Haque Milan, the Minister of Education and Primary & Mass Education, wrote in a Facebook post yesterday (Saturday): “We have observed that misinformation regarding the receipt of appointment letters for the 2025 Assistant Teacher recruitment in government primary schools is being spread across various media outlets and social media platforms.”

He further stated that, in light of this, any successful candidate who has not received an appointment letter by October 1 will have their case properly examined, and letters will be issued in phases as soon as possible. 

Earlier, the Minister held an emergency meeting with recruitment officials from the Ministry of Primary and Mass Education regarding the exclusion of approximately 2,500 candidates who had been recommended for the post of Assistant Teacher in government primary schools. 

The meeting took place at the Ministry’s conference room, where a call was made to avoid spreading misinformation about the appointment letters in the media or on social media.

In a press release issued on Friday, the platform representing the finally recommended candidates stated that many have faced financial and mental distress after waiting eight months without receiving their appointment letters. 

Their primary demand is that the files of all candidates excluded during verification must be re-examined immediately through a process that is impartial, transparent, and subject to re-verification.

Secondly, they demand that candidates affected by factual errors or inconsistencies be given the opportunity to present their side and that a system for administrative appeals be established. 

Thirdly, if any candidate was excluded due to negligence, incorrect information, or administrative errors on the part of a department or official, the matter must be rectified to ensure their appointment.

The fourth demand calls for positive action by tomorrow, September 28, regarding candidates who were finally recommended for appointment but have not yet received their appointment letters.

Fifthly, they have demanded a clear and accountable public explanation regarding why this situation arose during the recruitment process and how such a large number of recommended candidates came to be excluded.

The excluded candidates state that they do not seek the appointment of anyone who is unqualified or involved in irregularities; rather, they want a re-verification and an opportunity to present their side for those against whom there are no specific, verifiable grounds for exclusion.

The ministry maintains that verification is a routine part of the recruitment process and that the cases of candidates who have not received appointment letters will be examined before a decision is made.
